NFC is not meant for exchanging large amounts of data.  Rather it’s meant to discover the physical intent of one device to communicate with another.  So what we would do is store the picture in the cloud (like on Dropbox) and ping another NFC device to fetch it form a URL.  This of coarse requires that both devices have data connectivity to the cloud, but we’ve found that for most cases this always applies.
