Tachograph Driver Card – Ionic Framework

Hi collegues,
I have to develope an app for Android and Ios that reads information from National Driver Card, writes the tachograph DDD file on mobile device and sends it by email.
I’m going to use Ionic Framework V3.
What do I need to develope the app ?
have I to buy Flomio SDK ? Which version ? And what about plugin for Android and Ios ?
What reader can I use to read National Card Driver from mobile device ?
